Does Leonin Arbiter disable Ancient Stirrings?

No Ancient Stirrings never says you can't look through the top cards just that you can't search:)

Cards that allow you to search your library actually say "search," like Demonic Tutor. Leonin Arbiter disables those effects.

Ancient Stirrings and similar cards don't search a library, they merely look at part of it. They ignore the Arbiter's ability.

As others have said, the card has to say that you search your library for something. For example Leonin Arbiter would stop players from casting Worldly Tutor or Kodama's Reach if they didn't pay to ignore the effect until end of turn, but it wouldn't effect Mayael the Anima's activated ability because she's not searching her library, she's looking at the top 5 cards of the library.
