Can you use sensei's top twice?

If I have a Sensei's Divining Top and I tap it, then can I use something like a Voltaic Key to untap it while its ability is still on the stack, then tap it again? And if I do that will I then draw a card, put top on top, then draw it?

This will work the way you're thinking.

You can hold priority after activating TOP (So all that's happened is TOP's ability went on the stack, and TOP's now tapped). You can then respond to your own ability and untap the TOP with Voltaic Key, respond to the original TOP trigger, and tap TOP again (So now you've got two TOP triggers, and a tapped TOP). Assuming the abilities resolve without anything else happening, then yes, you will draw a card, put TOP on top of your library, then draw the TOP.

Relevant Rules:

117.3b The active player receives priority after a spell or ability (other than a mana ability) resolves.

117.3c If a player has priority when they cast a spell, activate an ability, or take a special action, that player receives priority afterward.

If Sensei’s Divining Top leaves the battlefield while its second ability is on the stack, you’ll draw a card and leave Sensei’s Divining Top in the zone it’s moved to. (2016-06-08) (Scryfall)

Polaris Delphen7 thanks guys, I figured it would work but I was worried that the second trigger wouldn't see the top and would fizzle, making the interaction pointless.

The only thing that causes effects to "fizzle" is if they suddenly have an illegal/no target--Top doesn't target anything and therefore doesn't care if it isn't putting anything on top of your library.

Since we are in the rules Q&A; to be clear a single illegal target doesn't make a spell fizzle. All targets must be gone or illegal. This is usually just explained as the spell fizzling if it "has no legal targets".
