Can I reveal a Chancellor of the Tangle and then use Serum Powder?

Let's say I draw seven cards for my first opening hand. If these seven cards have a Chancellor of the Tangle and a Serum Powder in them, can I reveal the Chancellor of the Tangle, then use the Serum Powder to exile my hand and draw seven new cards, and still be able to have the green mana on my first main phase?

No, that doesn't work. The cards you draw and look at during the pre-game procedure don't become your "opening hand" until you're finished with mulligans and decide to keep what you currently have. That's when you reveal Chancellor of the Tangle.

Chancellor of the Tangle needs to be in your "opening hand." Your opening hand is the hand of cards that you keep after you mulligan. Serum Powder affects how you take your mulligans.

103.4: ... Once a player chooses not to take a mulligan, the remaining cards become that player’s opening hand, and that player may not take any further mulligans. This process is then repeated until no player takes a mulligan. A player can take mulligans until their opening hand would be zero cards, after which they may not take further mulligans.
