Can I cast Cannibalize if my opponent has only one creature?

Cannibalize says "choose two target creatures controlled by the same player". Does this mean that if your opponent only has one creature, you cannot use this on his creature? I have checked Gatherer and other sources but cannot find an answer. Please help. Thank you.

You have to target two creatures that share a controller. If you can't do that, you can't cast Cannibalize.
