Can I cast an instant after upkeep triggers but before draw triggers?

I am tinkering around with an Old Rutstein deck but I am unsure about the timing of specific cards for the deck. Ex: I want to Cast Noxious Revival targeting Lord of Extinction to ensure I draw it at my draw step. Old Rutstein would mill this into my graveyard with his upkeep trigger. Am I able to Cast Noxious Revival AFTER Old Rutstein's triggered ability to set up my next draw with Lord of Extinction?

Yes that works. Upkeep and draw are two separate steps of the beginning phase. After the Upkeep trigger from Old Rutstein finishes resolving in your example, players will get priority to take actions again before the game moves on to the Draw step (it can only move on if everyone passes instead of taking any action).
