Can a Sac land be destroyed before activated?

If someone says that they are going to use Bloodstained Mire can I respond by using Fulminator Mage ? Do they still get to search for a land?

I believe if you use Fulminator Mage's ability on the stack, it would resolve first. The Bloodstained Mire would be destroyed before its sacrifice ability resolves. Therefore, your opponent would not search for a land.

You can't respond.

Once that player announces the ability, he or she completes the activation process before players get priority again. By the time you're able to respond, Bloodstained Mire will already be in the graveyard.

If you try to preempt the ability by destroying the land, the other player can activate the ability in response.

@libraryjoy: Paying for costs is the final step in activating an ability or casting a spell. Costs don't use the stack, and you can't respond to them. Players don't have priority during the casting or activation process.
