Brago and Parallax tide

If I have Brago, King Eternal and Parallax Tide on the field, then attack and deal combat damage to a player. Can I remove all the counters from Parallax Tide in response targeting it with Brago's ability and then stack the abilities so that Brago's flicker ability resolves first and then after Parallax Tide has been flicked, allow the exile abilities to resolve?

No, you won't be able to make it work that way. Once an ability is on the stack you can't change its position and you can't add spells or abilities "under" it. When Brago's ability triggers and is put onto the stack you can only add Parallax Tide activations on top of it. There's no opportunity to make a response in-between the ability triggering and putting it onto the stack. If multiple triggered abilities were trying to go onto the stack at the same time (for example, a creature just died while you control both a Fecundity and a Blood Artist), then you could choose the order, but that's not what's happening here.

However, you can make this work if you add Strionic Resonator to the mix. After Brago triggers, respond by activating Parallax Tide however many times, then use the Resonator to copy Brago's trigger. The copy will resolve before the Tide activations and you'll get the result you're going for.
