Bone splinters, Abzan charm, Hangarback walker response?

So lets say I have Hangarback Walker out with 2 counters. The opponent has an abzan charm ready. If I were to put a counter on him during my main phase, he couldn't respond until after the stack goes and I pass priority to him (end of the step) right? I would want to cast Bone Splinters as my next action after I put the counter on and to my understanding he couldn't prevent me from blowing up my own walker if that is my next action since its part of the cost.

First, players have to pass priority in order for the topmost object on the stack to resolve. You can't just put something on the stack and resolve it without giving other people a chance to respond.

Your opponent can respond to Hangarback Walker's ability by casting a spell or activating an ability. You, in turn, can respond to any such response by casting Bone Splinters. Because the sacrifice is an additional cost, no response to Bone Splinters can interfere with, or even target, Hangarback Walker. But if you're forced to cast Bone Splinters while Hangarback Walker's ability is still on the stack, you won't have that extra counter for Hangarback Walker's dies ability.

This situation would work as you describe. You activate Hangarback Walker to make it a 3/3, which is now a legal target for Abzan Charm. But your opponent would not get priority before you cast Bone Splinters and sacrifice the Hangarback Walker since the sacrifice a creature is part of the cost of Bone Splinters.
