At what point are spells that copy themselves put onto the stack?

Not talking about triggers like with replicate here, but some spells like Chain of Smog that allow a player to copy that spell as part of their resolution.

If I cast Chain of Smog targeting myself and I control a Surly Badgersaur, the Chain of Smog copy gets put on the top of the stack as part of that spell's resolution, and then afterwards, the Badgersaur's ability will be put onto the stack on top?

I do believe that you get to control which effect goes on the stack.

So I think you can put Chain of Smog on top of the Surly Badgersaur trigger, or vice versa.

The rules for how to copy a spell don't describe any "waiting period" for putting it onto the stack as they do for triggered abilities. Rule 707.10 just says "To copy a spell, activated ability, or triggered ability means to put a copy of it onto the stack..." This means the copy of Chain of Smog is put onto the stack as part of the original resolving, and the triggers from Surly Badgersaur would go on top of it since they have to wait until the next time a player receives priority to be put onto the stack.

Isn't it upon resolution?

For example, I cast Lightning Bolt, hold priority and cast Reverberate targeting Lightning Bolt.

Once Reverberate resolves, the copy of Lightning Bolt goes on the stack above the original casting.

Yes, like I said, it's part of the resolution of the original spell.
