Who updates the Modern Legal cards?

Is listed as Modern Legal on this site, but two friends told me it was banned from Modern a while ago. Which seems to be the case: https://gatherer.wizards.com/Pages/Card/Printings.aspx?multiverseid=233056
How is legality checked or updated on this site?

Stupid bugs. After a day or so, make a change to the deck where this is an issue and report back if it's still happening.
nbarry223: Card legality is no longer possible to be edited on the card's add/fix page, instead it's a list on the back end format's page, much more easier to see what is currently banned or not and to manage. The change made some bugs arose, as indicated here and in previous reports.

There's a fix a card section under each set, when you navigate to "cards". I believe it is only available to upgraded users, but I could be wrong. It is moderated by the community, but a few people tend to do most of it (Femme_Fatale probably does close to 99% of it).
I actually don't see anywhere to update what formats it is legal in, but I thought it was there. Maybe I am wrong.
