I am interested in switching my casual deck to the modern format, but I am in need of modern-legal replacements for...
Baleful Strix , As a pure value creature, no drawback, useful abilities, cheap to cast, and
Breakthrough, card draw/ self discard outlet
What cards are popular for these reasons in modern, in blue/black?

Tidehollow Strix is a mediocre utility creature, but it's the Modern-legal version of Baleful Strix. If you just want a body that gives you card advantage, you really want Snapcaster Mage or Dark Confidant, assuming it's just a UB deck.

No card draw, but Tidehollow Strix is a creature I see played along with Baleful Strix, Tidehollow being the modern legal one. It also does have one higher power for games you need to punch that damage in.
Snapcaster Mage is a much more expensive option that is entirely different, but adds tons of value, assuming you're casting worthwhile sorceries or instants.
And for Breakthrough, in your description it sounds like you want some form of "loot" effect, which I would suggest a lot of red card for. Gifts Ungiven might be beneficial, especially if you really just want certain cards in your graveyard. Unfortunately that's not actually drawing or discarding in case that's necessary.
I'm not entirely sure if that whole discard thing is important, so I'll also suggest Forbidden Alchemy, though that's not quite my cup of tea.
Sift Through Sands is a small version of your original card, and has some other effect if you're interested in it.
Ghastly Discovery is similar to the previous card, just less color intensive at sorcery speed. If you're running creatures, you can also get more value out of it if you want.
Ideas Unbound could work out nicely as well.

Commented on deck page. The gist of it was this: rather than subbing a couple cards, I would dedicate the deck more singularly to a (somewhat) new strategy, because Dread Return is banned in Modern. I think Gifts Ungiven/Unburial Rites, or a very straightforward UB or Esper Dredge deck cold work for you.

The closest you get imo are
Jace, Vryn's Prodigy Flip something like Fathom Feeder for strix
Careful Consideration Compulsive Research Thirst for Knowledge kinda do the other thing but nothing allows for x like that
