A friend and I are making a Blue/ White control and removal deck. So, we are looking for the combined knowledge of the forums here for help. We need to find the best cards, and the budget friendly cards, for those two categories.
White Removal -
With White, we need removal (exile), lock down, and synergy cards for Blue.
Blue Control -
With Blue, we need Draw Card, Counter spells, and lock down cards.
The focus of this deck is surrounding Shapeshifter creatures.
UW Control in Modern falls into a few camps.
1) Solar Flare style Sun Titan loops, with stuff like Wall of Omens and Lone Missionary.
2) Celestial Colonnade control decks with stuff like Logic Knot, Snapcaster Mage and similar.
3) Just Esper, where they splash black for 4 copies of Esper Charm and some sideboard tech like Lingering Souls.
Then you've got the UWR Nahiri control decks, more heavily esper decks with Gurmag Angler and Tasigur, the Golden Fang and stuff.
If you want Shapeshifters, you could just go for a slower more controlly version using Ætherling as its wincon, or if you are want shapeshifters ala clone, then a Sun Titan build would let you maximize your ETB effects but might limit you to Phantasmal Image

Wurmlover that's geist is an awesome card! Thanks for that, I've been playing and collecting magic for so long I don't remember all of the great cards out there anymore. Especially since I mostly mess with Black and Red.

icehit6 and LeaPlath those are excellent card suggestions. Snapcaster Mage is probably out of the price range for this budget oriented deck, but the friend who is making it will keep a list of all of the best cards so he can develop the deck down the road.

If you're on a budget, I'd suggest starting here with this deck. It's a control deck that's mostly white and relies on Emeria, The Sky Ruin to recycle obnoxious cards.
The deck gets even better once you're able to put more money into it, but it still works without dropping a bunch of cash on Snapcaster Mages and Flooded Strand.

Thanks for the input guys, he has decided to steer away from Shapeshifters and this is the deck he eventually wants to put together.

Pieguy396, Spell Snare definitely has some uses. It is anti-meta in modern for some of the best cards. Great choice. Bye-bye Tarmagoyf.

If you're thinking of Spirits, check this out:

For your deck as-is right now, I'd suggest the following:
- 4 Drogskol Captain and 4 Spell Queller seem like must-haves. The 2 Sky Spirits aren't really doing anything.
- Mausoleum Wanderer and Rattlechains are 2 reasons to play Spirits in Modern. Mausoleum Wanderer is particularly brutal because of how much damage Spectral Procession does when it gives Mausoleum Wanderer +3/+3.
- Consider Figure of Destiny to fill out the rest of your 1-drop slots. You can level it at instant speed into a 2/2 spirit for . It gives you a mana dump at the end of each of your opponent's turns.
- Spell Pierce is okay, but not 4-copies-good. Against Zoo variants, Rock decks, Collected Company, etc. this can be a dead card a lot of the time. I'd actually suggest moving them to the sideboard and then playing a plethora of hard counters that are lower mana cost. Spell Snare, Negate, Dispel, and Stubborn Denial are all going to be far more useful because they scale late into the game and don't leave your opponent the option of paying mana.
- Remand is another card I'd suggest. In combination with Vapor Snag and your removal, you can just tempo people out of the game.
- To find room for these extra cards, cut Invocation of Saint Traft and Mirror Mockery. They're just begging to get you 2-for-1'd. More importantly, they're cast at sorcery speed. You won't ever need to tap out until your opponent's end step because you have Rattlechains and Spell Queller.
For your sideboard, I'd suggest something like:
2x Rest in Peace
2x Dispel/Negate/Spell Pierce
1x Kami of False Hope
1x Celestial Purge
1x Condemn
1x Kami of Ancient Law
3x Kataki, War's Wage
3x Azorius Herald
1 Eidolon of Rhetoric

Serum Visions, Remand, Spell Pierce, Path to Exile, Snapcaster Mage, Sphinx's Revelation, Supreme Verdict, Celestial Colonnade, and Cryptic Command. All staples. Blue White control is hard to make without those.
