Noob needs help with merfolk

Hello, im fairly new to magic though i have a couple of decks and have been playing commander for the last couple of months with friends. my wife has been playing using other peoples decks and now wants one of her own commander decks. she has asked that i build her one for a christmas present and the deck shes after is a blue/green underwater merfolk and creatures deck. does anyone happen to have a deck list i could look at or something? Ive been looking about and found a commander, Kumena, Tyrant of Orazca. ive also seen some creatures i would like to add in like colossal whale and sea-dasher octopus. but i really dont know what im doing, any help would be awesome!
thank you for your reply, very good questions. she can be quite competitive and loves dishing out damage. as for a budget probably about £40-£50

Which would be better for her, attacking with a small handful of big smashy creatures or a big swarm of smaller creatures? Or maybe a big swarm of big smashy creatures, but that would be a bit more work.

So what you're looking for is an aggressive deck with kind of a sea creatures theme led by Kumena, Tyrant of Orazca, with a budget of £40-50 ($50-60, since I'm in that part of the world)? I'm a big modern merfolk player, but some all time star Merfolk (that are pretty cheap) you could include are. - Silvergill Adept, Merfolk Trickster, Master of the Pearl Trident, Svyelun of Sea and Sky, & Vodalian Hexcatcher!

What kind of budget do you want to work with? Kumena, Tyrant of Orazca works very well with cards that let you untap more frequently, like Merrow Commerce and Seedborn Muse. Including Colossal Whale and Sea-Dasher Octopus suggests a more aggressive deck that wants to attack regularly, so if you want to go in that direction, cards like Levitation, Coastal Piracy, and other ways to make your creatures unblockable and attacking more profitable might be useful.
Ultimately, how do you want to win? Are you looking for an aggressive attacking deck, a combo deck, a more defensive control deck, or some combination of those? Merfolk are pretty versatile and flexible, so Kumena has a lot of options available.
