Order of Operations between Emerge Cost and Protean Hulk.

If I am trying to cast Decimator of the Provinces by sacrificing the Protean Hulk to satisfy that cost, would the creatures brought by the Hulk be able get the +2/+2 from the Decimator?

Remember the order that things happen, declare your intent to cast the spell, then pay the cost.

Now Decimator is on the stack and Protean Hulks trigger goes on top as the death happens after the spell has been cast.

Death trigger resolves before Decimator hits the battlefield so yes, your new guys get the +2/+2

That was my thought in the beginning too. However the Decimator's ability is a not an "enter the battlefield ability" but a casting trigger. Would it work the same way?

the Triggered ability of Protean Hulk will still have to wait until the casting process is complete, which means it will go on the stack after the Decimators ability.

You get to choose whether or not the incoming creatures get the bonus.

Anything that triggers during the casting process for a spell will wait to be put onto the stack until the casting process is complete. This means the game is trying to put the triggers from Protean Hulk and Decimator of the Provinces onto the stack at the same time. Since you control both of the triggers, you get to choose what order to put them onto the stack. If you put the Hulk's trigger on top then the creatures will be on the battlefield when the Decimator's ability resolves. If you put the Decimator's trigger on top then it will give out the bonus before you start resolving the Hulk's trigger.
