Increasing Costs of Costless Cards

If there is a Thorn of Amethyst on the battlefield, does it increase the cost of a Lotus Bloom to 1, therefore making it possible to cast?

No. Doing such a thing would be increasing its MANA COST, which is very different (and impossible) from increasing the amount of mana necessary needed to cast something. Thorn of Amethyst only taxes the mana you need to pay when you cast Lotus Bloom (which would be off of suspend). The only way to cast Lotus Bloom would be to use an alternate casting cost such as with Fist of Suns.

Technically, when Lotus Bloom comes out of Suspend, it is cast; it just is cast without paying its mana cost. Very important since it doesn't have a mana cost to pay.

Edit: oops... merrowMania actually did say this in a sense, but somehow I misread it. Well I'll leave this here at the risk of being redundant.

Lotus Bloom has an empty mana cost, and an empty cost can't be paid. With a Thorn of Amethyst, the total cost to cast Lotus Bloom would be (null) + , and you can't pay that. The only reason suspend allows Lotus Bloom and friends to be cast at all is because Suspend tells you to cast the spell without paying its mana cost when the last time counter is removed.
