Can you take back a land drop in competitive REL?

Today at WNM a competitive and usually reliable person said you are allowed to take back a land "as long as you haven't done anything since playing it."

He was playing against an opponent who played a Mystic Monastery and about 10 seconds later wanted to swap it for an untapped land, and a said "okay" because (according to him) it's allowed. Any verification on this?

I know if you accidentally play the wrong land (or any card) you can take it back- for example saying Flooded Strand but putting down a Temple of Enlightenment; but he meant you could take back a land you committed to.

No.

It's usually allowed at FNM level because the point of FNM is to teach the game and encourage interest. It's not allowed at higher RELs.

Rewinding the game is reserved for undoing illegal actions, and it's only to be done by a judge. Players should NEVER institute their own solutions or rulings at Competitive+ REL.
